She can apply for a CDS, but you have to prove that you plan on making France your home for a while (job, apartment, etc) And if you can&#039;t, it shouldn&#039;t be a problem, threaten to retain a lawyer! denying your wife a CDS is illegal!</description>

I have never been able to make an appointment except by going to the Préfecture, but then it has to be within the last two months that your carte de séjour is valid, and then they will make an appointment, I wonder if you would get in legal trouble if you went to your local prefecture to do this, but when they saw your expired carte de séjour would make you leave the country. I have heard of this happening actually. Is your VISA expired or your carte de séjour, they are different. Did you get a VISA to come to France but you never went to get your carte de séjour, there are too many unknowns for me to be of much help, send me a mail from my contact form if you want to have this chat privately</description>

My titre de sejour expired (a little over 4 mos. ago due to dealing with some health and emotional issues) and i can&#039;t get through to make an appointment on line or by telephone. I called another no. but they insisted i could only make an appt. by phone or on the website. It&#039;s impossible to do either because the website recognizes my visa no. as expired and no one answers the tel. (i&#039;ve been trying at different times for five days and am put on hold.) I even called the American Embassy to see if someone there could help me but i was directed to an extension, got an answering machine, and left a message. No one called back.  I wonder if anyone can help.

		<description>If you are British I am pretty sure you do not have to get a carte de sejour to be in France, you have the right to live here without constraint. As for your wife, it&#039;s complicated, is she a British citizen? If yes, there will be no problems, if not, possibly. 

You can&#039;t just apply for a carte de sejour, there has to be a reason, she can get a long stay visa and carte de sejour that does not give her the right to work, that is not that hard to get. She could go as a student, even enrolled in French language classes, and be on a student VISA, this would give her the right to work 20 hours a week, but she would have to stay enrolled in school and actually go to class. A carte de sejour vie privée et familiale is only possible if you are married or PACSed to a French person.

Lots of rules change each year, I cannot guarantee things haven&#039;t changed this year, but your best bets are either that she is a British citizen already or the long stay carte de sejour without being able to work.
