Fashion capitals? Toulouse? Well in comparison to many cities in the US maybe.

Shedding clothes for warmer weather I understand, but they wore tank tops on the first day of spring which was not as warm as many other days in the winter. I tend to shed clothes because the day is warm, not because the calendar tells me to. I still think there was some unofficial tank top day declared.

The image of people exercising looking like a Michelin tire guy made me smile. As to the tank top mystery, It looks like you solved it Sherlock. I love to see people shedding their winter selves at the first sign of warm weather.
